anyone else, and she came home to find her house gone and her
possessions destroyed,

Rhein claimed that the house, which is in his wife’s name, had a foundation that was bad and needed to be removed.

Rhein did not alert local officials to his demolition either, and he
did it without turning off his electricity or water.
